May 17th is one day where the kids get to eat pretty much as many ice creams as they want. They do this even if the weather is sleeting in Norway. In Bangkok it doesn't sleet of course and an ice cream is always welcome. May 17th falls just after the start of raining season so it is extremely hot and humid.
The boy is wearing a bunad, traditional Norwegian clothes (although the style doesn't look especially traditional to me, not that that matters of course).
